Guardian Unlimited has Torchwood: Miracle Day – episode four, what's been great about Miracle Day is that it's such a tease. Apart from the constant, expositionary detail about the consequences of the miracle, which we have now worked out is the purpose of Dr Vera, nothing particularly bad has happened yet. And that's where episode four comes into play. It's like, "Boston has cholera, but hey, we got to film on Venice Beach!" We know, because we're told by the next week trailer for episode five, that this is the end of the LOLZ for the time being....

IGN TV has Torchwood: Miracle Day - "Escape to L.A." Review, one of Children of Earth's strengths was that it only had five episodes to tell its story. It was a tightly packed narrative with limited room for the story to lose its way. Rusell T. Davies and crew managed to do an adequate amount of character development in those five episodes despite the limited screen time they had to work with. In Miracle Day, the writers have a little more room to breath and explore the emotional impact that the event is having on the world and the members of Torchwood.....

Shadowlocked has Torchwood S4e4 review, oh, poor Oswald Danes. Someone is trying to steal his spotlight, and worse, they’re just as bad as he is. Enter Ellis Hartley Monroe, a pastiche of Sarah Palin and Michelle Bachmann. She has made a name for herself by condemning those who have been affected by the miracle with her “Dead is Dead” campaign.....

The A.V. Club has "Escape To LA" , "for the sake of context, I figure I should rip off the band-aid and say that I think Torchwood: Miracle Day is kind of terrible through three episodes. If someone I know were to ask me my opinion of the series, I don’t know what positive things I would say about it: the plot lacks subtlety, the pacing is nonexistent, the casting is incredibly uneven, the direction has been unimpressive, and the interesting premise has been rendered so dramatically small that it holds no weight whatsoever...."

Blogcritics.org has TV Review: Torchwood: Miracle Day – "Escape to LA", so the Torchwood team has moved to Los Angeles, more specifically Venice Beach, hot on the trail of the Phicorp pharma baddies. But is it really as simple as a pharmaceutical company (or companies), perhaps in cahoots with parts of the U.S. government wanting to make more and more profits? Naah. This is Torchwood, silly, and nothing is ever quite as simple as it seems.....
